A veterinarian from Shippenville was arraigned yesterday in Clarion County.
ExploreClarion.com reports 70 year old Norman Smith, who was issued a civil penalty for practicing with a suspended license back in 2011, now faces drug charges, including possession of a controlled substance.
Smith is in the Clarion County Jail after he was unable to post $5,000 monetary bail.
