According to the Pennsylvania state police in Clarion, just before 3 pm, they stopped a vehicle near the Clarion New Bethlehem exit in Clarion Township, for multiple traffic violations. Officers say the driver 51 year old James Martinez was taken into custody for suspicion of being under the influence of narcotics.
