The Pennsylvania State Police remind pet owners of the Hot Car Bill.
In 2018 Governor Tom Wolf signed Act 104 i.e., Hot Car Bill which provides protection for law enforcement and emergency responders when a dog or cat is removed from a motor vehicle if the animal is showing signs of distress. The law does not give civilians the authority to take this type of action.
If you see a dog or cat in a hot motor vehicle, contact local authorities. Just like humans, dogs and cats can suffer heat stoke, but they release heat through their paws and panting. Always make sure your pet have access to fresh water.
