A 65 year old woman from Clarion was arrested for scattering rubbish.
According to the Pennsylvania State Police in Clarion the incident happened just before 9 in the morning on April 23 when someone called the Pennsylvania State Police to report finding trash bags along Bigley Road in Highland Township.
Evidence was located at the scene leading to the arrest of Alice Sarvey. Charges are now pending.
