Pennsylvania’s Senate has approved a bill to help school districts start a pilot program banning student cell phones during school hours to improve mental health and academic performance.
The bill, which passed 45-5, will provide grants for schools to buy locking bags for phones. Exceptions are allowed for medical conditions, and schools must track changes in mental health, bullying, violence, and academics over two years. The bill now heads to the state House for consideration.
