A civil lawsuit has been filed against a state trooper in Clearfield County, alleging he used deadly force resulting in the death of a 38-year-old man during a pursuit.
According to WJAC News, Trooper Craig Hooven attempted to pull over Matthew Chelgren for a license plate issue, leading to a chase ending with Chelgren hitting a tree and dying at the scene.
Chelgren’s family claims the force used was excessive. State police declined to comment on the ongoing litigation. Trooper Hooven is not facing criminal charges in the matter.
