The one year old who was reported missing yesterday has been safely located by the Pennsylvania State Police, WJAC News reported.
The mother, 27 year old Tarra Rand, is accused of running off with the child after CYS workers attempted to serve a court order to have the child removed from the home. Rand was arraigned and charged on Wednesday and is currently in the Jefferson County Jail.
The published report adds the 50 year old grandmother, Cindy Rand, was also taken into custody after she allegedly threatened to kill the CYS workers.
