A Philadelphia contractor was charged with multiple felony offenses after police said he took nearly $32,000 from a Brookville resident for a garage project that was never started.
Authorities allege 34-year-old Scott David Miller accepted full payment for the construction, repeatedly delayed the start date with excuses, and failed to issue a promised refund, according to a criminal complaint.
Investigators later learned Miller had an active warrant in another county and was incarcerated on unrelated charges, ExploreJeffersonPA.com reported.
