The Pennsylvania State Police are investigating a report of animal cruelty on Side Lane in Salem Township of Clarion County and their looking for help from the public.
On Tuesday between 8:30 in the morning and 3:30 in the afternoon, police say a suspect clipped a tether to the genitals of a male dog cutting off circulation. The dog belonging to 29 year old Kyle May of Knox was rescued and taken to a vet for emergency medical attention.
